Jiangsu is a big province of the foreign trade in China and the total of the foreign trade is growing rapidly. According to the latest statistics from the Foreign trade Hal of Jiangsu Province,As we al know,the middle and lower reaches of Yangtze River is a great ocean of the Smal and Medium-sized Enterprises (SMEs),especial y in Jiangsu province. And the SMEs mean that they are some smal-scale economic entities which use the limited funds and some certain resources and technologies and engage in a production and service of a product. SMEs have some notable features:the amount of fixed assets is smal ,the number of the employees is smal(but the family members of business owners occupy a large proportion in the total employees),the turnover is smal ,the quantity of SMEs is large and the distribution is wide,the capital is smal and the technology is low, the way of manage is flexible but the market competition is bad.
