Temporal and Spatial Characteristics and Content Innovation of the Diffusion of Public Cultural Service Guarantee Policies in China:Comparative Analysis Based on 23 Regulations
Public cultural service guarantee regulations are the programmatic policies for the construction of public cul-tural service system in different places.In order to reveal the evolution trend of China's public cultural ser-vice guarantee policies and the content innovation in the process of proliferation,and to open up ideas for the formulation of the subsequent local regulations.This paper looks at the characteristics of the prolifera-tion process of China's public cultural service guarantee regulations from the three dimensions of"time-space-content",and builds a three-dimensional content analysis framework of"policy subject-policy tool-policy object"to compare the similarities and differences of the regulations at different stages.After analysis,it is found that the promulgation of regulations on the protection of public cultural services in Chi-na can be divided into four stages,and there is an obvious pattern of diffusion from the center to the periph-ery in the region.The content analysis summarizes the unbalanced characteristics of the distribution of the policy subjects,tools and objects,and innovative applications,and puts forward the suggestions of improving the legal system for public cultural services,use of policy tools to guide subjective values,and refining the characteristic and non-fundamental safeguard measures.
