Patent application pre evaluation is the beginning of the entire chain of services and a key step in improving the quality of technological achievement protection.University libraries have sufficient digital resources and intellectual property service teams,which is the high-quality main body for universities to carry out patent pre evaluation related services in the future.This paper obtains the current status of patent pre evaluation services in university libraries through telephone,questionnaire,and field visits.Based on the experience of intellectual property services in universities,literature,and practical survey results,it proposes a model for the development of patent pre evaluation services in universities,in order to help protect scientific and tech-nological achievements in universities and improve patent quality.
