国家义务教育质量监测是推动义务教育高质量发展的重要手段,也是建设教育强国的重要保障.随着国家义务教育质量监测的深入推进,如何有效落实监测结果的区域应用,如何推进监测赋能教育高质量发展,已经成为当下教育质量监测工作必须面对的重要课题.聚焦"谁来用""用什么""怎么用"等痛点问题,回归国家义务教育质量监测设计的基本逻辑,并在借鉴国际教育质量监测结果应用经验的基础上,从建立多元主体协同机制、促进监测的延伸与下移、构建"3456"应用模式等方面着力,推动国家义务教育质量监测结果区域应用体系的构建.
The Practical Dilemma and the Way to Alleviate the Regional Application of National Compulsory Education Quality Monitoring Results
The national compulsory education quality monitoring is an important means to promote the high-quality development of compulsory education and an important guarantee for building an educational powerhouse.With the in-depth promotion of the national compulsory education quality monitoring,how to effectively implement the regional application of the monitoring results,and how to promote the monitoring to drive high-quality education development have become important topics that the quality monitoring work must face.Focusing on the pain points of"who uses it","what to use"and"how to use",this paper returns to the basic logic of the national compulsory education quality monitoring design,and,based on the experience of international education quality monitoring result application,it strives from the perspectives of establishing a multi-dimensional subject coordination mechanism,promoting the extension and decentralization of the monitoring,and constructing the"3456"application model to promote the construction of the regional application system of the national compulsory education quality monitoring results.
