The Implementation Deviation of the Policy on Oriented Training of Rural Teachers:The Analysis Based on Meter-Horn Model of Policy Implementation System
The policy on oriented training of rural teachers is the institutional inheritance of China's teacher education system,which effectively meets the needs of localized teacher training in various provinces,and is increasingly becoming an important channel for rural teachers to supplement,but the effectiveness of the policy has not been brought into full play.Policy implementation is the key of policy system.Based on Meter-Horn model of policy implementation system,we find following factors that the generalization and deviation of policy implementation objectives,the vagueness and conflict of policy implementation roles,the fragmentation and weakness of policy implementation mechanism,the shortage and inefficiency of policy implementation resources,and other multiple factors jointly cause the deviation of policy implementation.In order to correct the implementation deviation,we should build up the organization and establish the organization system of teacher orientation training,unify the concepts and integrate the training practice with"new ruralism",perfect the policy and scientifically optimize the policy of teacher orientation training,strengthen the training and pursue the high-quality training of rural teachers,enhance the evaluation and establish a mechanism of"evaluation-driven construction",guarantee the implementation and improve the policy environment to enhance the effectiveness of the policy.
