The Logic Interpretation and Optimization Strategies:A Study of the Key Construction Policies of China's Higher Education Based on the Mixed Methods
The key construction policies of higher education are one of the most influential policies in the development of higher education in our country.A systematic study of the evolution of these policies and their internal logic has important theoretical value and practical significance for the adjustment and optimization of the"double first-class"construction policy.The article uses a combination of policy bibliometric analysis and qualitative analysis of policy texts to analyse the changes of policy subjects,objectives and contents of the construction of key universities,key disciplines,"211 and 985 projects"and the"double first-class".It finds that these policies embody the development logic of the point to area,the value logic of the demand guidance,the construction logic of the discipline core and the management logic of the project-driven.In the future,in terms of the policy optimization in the"double first-class"construction stage,we should get out of the mindset of elite education,the inertial shackles of discipline consolidation,the compartmentalisation of department management and the path dependence of project-driven,so as to truly enhance the effectiveness of the policies and make the policies more effective.
