The Implementation Practice of University Teacher Evaluation Reform Policy in the New Era:Multiple System Logic and Coping Strategies:A Case Study
The reform of teacher evaluation is the main content of deepening the educational evaluation reform in the new era.However,there is no research on how to implement the reform policy of teacher evaluation in the new era.This paper tries to analyze the complexity of policies faced by universities in policy implementation from the perspective of multiple institutional logic,and to analyze the policy practice of a University under the framework of"multiple institutional logic-organizational response".It is found that the policy ambiguity increases the complexity of the reform field;the different institutional logic combination faces the changing field and changes the understanding and actions of the reform policy to respond to the complex system.The research further shows that the reform of teacher evaluation in the new era provides opportunities for colleges and universities to solve the bad evaluation system,but the ambiguity of the policy itself will lead to the goal of the reform.This paper provides an in-depth analysis of the policy practice of teacher evaluation reform policy in the new era,which is helpful to deepen the understanding of the policy implementation behavior of colleges and universities,and also helps to reflect on the fuzzy evaluation policy.
