教育数据要素的价值化及其交易机制构建

教育数据要素在教育数字化与数字经济发展中发挥重要作用,其流通交易已经成为现实需要.作为特定主体在教育活动中所收集的数据,教育数据要素的价值实现遵循数据价值化路径,并以资产化为核心,由此形成的数据资产是交易的主要内容,需要明确其权益归属.教育数据要素交易是其价值化的必要条件,所选取的交易机制应当能够降低交易便利与交易安全成本,促进交易发生,实现效率与安全的平衡.在此前提下,可以通过建立兼具统合性与行业性的教育数据一体化交易平台,采取场景化数据协商定价与标准化数据指导定价相结合的定价模式,实行平台自律与外部风险评估并行的二元监督,并且引入区块链技术工具等方式构建教育数据要素的市场化交易机制.
Valorisation of Educational Data Elements and the Construction of its Trading Mechanism
Education data elements play an important role in the digitalisation of education and the development of the digital economy,and their circulation and trading have become a real need.As the data collected by specific subjects in educational activities,the value release of educational data elements follows the path of data valorisation,with assetisation as the core,and the resulting data assets are the main content of the transaction,which needs to clarify the attribution of their rights and interests.The transaction of educational data elements is a necessary condition for the release of its value,and the selected transaction mechanism should be able to reduce the cost of transaction convenience and security,promote the occurrence of transactions,and achieve a balance between efficiency and security.Under this premise,the market-based trading mechanism for educational data elements can be constructed by establishing an integrated trading platform for educational data that is both unified and industrial,adopting a pricing mechanism that combines negotiated pricing for scenario-based data and guided pricing for standardised data,implementing a binary supervision mechanism that combines platform self-regulation and external risk assessment,and introducing blockchain technology tools.
