Academic Review Mechanism for Controversial Degree Conferral
In response to disputes arising during the academic evaluation process for degree conferral,the Degree Law of PRC introduces an academic review mechanism.Based on the concept of"academic freedom,"academic review is established with the autonomy of universities and serves to strengthen the legitimacy of academic dispute resolution mechanisms in accordance with university charters,enhancing academic governance and rights relief mechanisms in higher education institutions.In terms of specific institutional design,academic review organizations should exhibit professionalism,autonomy,and inclusivity.When conducting academic reviews,they should adhere to normative interpretation methods to assess the compliance of academic evaluation conclusions.Furthermore,they should focus on substantive examination and strengthen the rationale behind academic review,aiming to persuade through reason and educate through the law.Degree-conferring institutions,when designing academic review mechanisms,should pay attention to potential power conflicts between academic review organizations and degree evaluation committees and provide suitable solutions.
