County level response and optimization of teacher exchange and rotation policies:Comparative of Case Studies Based on Policy Field Theory
The teacher exchange and rotation policy is an important reform measure to achieve high-quality and balanced development of compulsory education regions.Based on the theoretical analysis framework of policy fields,through a comparative analysis of the response cases of teacher rotation policies in the eastern,central,and western counties,it is found that there are various county-level response patterns in China's teacher rotation policies,and the effectiveness of some county-level policy responses is still unsatisfactory.The full staff and normalized teacher rotation system still needs further promotion and improvement.At present,in order to stimulate the vitality of the new round of county-level teacher rotation policy,it is urgent to strengthen top-level design,increase supervision,coordinate the interests of stakeholders,expand education alliances,and narrow the differences between counties.
