PCP构型:大学机构布局的改革构想

机构是大学内部治理体系中一只"看得见的手",也是维系大学组织运转的基本功能构件.随着内外部环境条件及需求的变化,中国大学到了需要进行一次全面且深入的机构改革的历史关口.但以往基于"主体"逻辑的改革路径及其带来的治理难题,意味着其改革需要转换成整体-设计的新思维.从这一思维出发,本文提出可用于大学机构布局的新组织类型即中枢-中心-平台结构(简称PCP构型).PCP构型不仅契合"党委领导下的大学校长负责制",还有利于把大学党委及校长的统筹优势、职能部门的专业管理优势以及数据平台的技术优势结合起来.PCP构型具有广泛的适用性,要发挥其应有效能,需要采取工作团队制、绩效共荣制等基本制度安排,同时还要重点围绕"决策"与"执行"、"协调"与"协作"以及"反映"与"回应"设计好一体化的工作流程.
Pivotal-Centrall-Platformed Structure:A Reform Idea on the Layout of University Institutions
Institutions are the most stable organizational force that can reflect the university governance ability.The changes in internal and external conditions and needs have brought Chinese universities to the historical juncture where they need to carry out a relayout of institutions.However,the"subject logic"and the governance challenges it brings mean that university institutional reform needs to be transformed into a new thinking of holistic design.Starting from this thinking,this article proposes a new type of organizational structure that can be used for the rearrangement of university institutions,namely pivotal-centrall-platformed structure(PCP structure).The PCP structure has a wide range of applicability,including three main parts:"decision-making center","production center",and"governance platform".The layout based on PCP structure is conducive to combining the overall advantages of the university party committee and president,the professional management advantages of functional departments,and the technical advantages of the data platform.To fully utilize the effectiveness of PCP structure,it is necessary to adopt and design four basic institutional arrangements and three key work processes.
