From"Advocator"to"Effective Intervener":On the Role of Government in Government-Industry-University-Research Cooperation
At present,the government-industry-university-research cooperation is trapped in the"shallow,scattered and rigid"bottleneck of lack of depth at the level,lack of integration of resources and lack of innovation of mode.In the evolution of government-industry-university-research cooperation,the role of the government has mainly experienced the two stages of"advocator"and"shallow intervener",and there is still a distance from the"effective government",which needs to reposition the role of the government as"effective intervention".The"effective intervention"of the government in the cooperation is actually the result of the joint action and organic unity of the"effective"government and the"effective"market.The path of the government's"effective intervention"in the cooperaer can be carried out through three aspects:strengthening leading change in value concept,adhering to division of labor and cooperation in top-level design,and focusing on collaborative innovation in cooperation mode.
