The Agenda Formulation and Practice Path of"National Excellence Plan"from Policy Science Perspective
The"National Excellent Plan"of the Ministry of Education has established a policy orientation for selecting students with excellent performance and suitable education in"Double First Class"universities,and cultivating high-quality science course teachers at the graduate level for primary and secondary schools.This is a strategic initiative for China's higher education,basic education,and teacher education to innovate together.This paper is based on the perspective of policy science,using the multi-source flow theory and Smith policy execution model to analyze the entire process of formulating and implementing the"National Excellent Plan".Combining with the experience of pre practice projects organized by the College of Teacher Education of high-level comprehensive N university,it proposes the participation path of pilot universities,emphasizing clear selection criteria,highlighting educational advantages,strengthening the application of information intelligent technology education,and building a teacher education community across organizations.
