Review and Optimization Path of the Policy Effect of Teacher Training at Public Expense for Targeted Rural Areas
The policy of teacher training at public expense for targeted rural areas is a supplementary policy for rural teachers through targeted enrollment,targeted training,and targeted employment,based on the tripartite agreement signed between the government,universities,and normal students.By conducting a follow-up survey on the work and development situation of oriented normal students after graduation for 1-3 years in Anhui Province since 2016,and comparing the policy objectives,this study evaluates and examines the effectiveness of this policy.The investigation found that oriented normal students are mainly allocated by the education department to teach in rural primary schools based on employment agreements,covering all courses in primary schools,and their professional development is beginning to emerge.The overall achievement of the policy requirement of'being able to go down';The goal of"retaining"as stipulated by the policy has been basically achieved;the policy aims to achieve the initial goal of"teaching well";the policy expectation of'development'is expected to be achieved.At the same time,there are the following problems with policy implementation:oriented normal students generally feel that their teaching tasks are heavy and their salary is low in their positions,and there is a significant gap between the professional support they actually receive and what they hope to receive.There is also a certain disconnect between pre-service training and job requirements.Based on this,a policy optimization path is proposed:establishing a policy incentive mechanism for teacher training at public expense for targeted rural areas to fulfill their job selection obligations;improve the remuneration guarantee and professional support system for teacher training at public expense for targeted rural areas;strengthen the funding guarantee and quality management of training institutions;emphasize the cultivation of local sense and spiritual guidance for teacher training at public expense for targeted rural areas.
