新时代高水平教育对外开放的本质属性与战略定位

教育对外开放的本质属性是指蕴含在教育对外开放过程中的内在规律与基本特征.高水平教育对外开放包含水平先进、价值引领、结构协调、质量导向、效益优先等五方面涵义,把握中国特色、世界一流、理解包容、互利互惠等四个特征.新时代高水平教育对外开放是教育强国建设的重要保障,在我国现代化强国与人类命运共同体建设中具有不可替代的战略核心地位,发挥着引领性、基础性、独特性作用.新时代高水平教育对外开放必须厘清什么是开放、为什么要开放、对谁开放与怎么开放等四个根本问题,破解制约当前与未来长远发展难题,科学谋划战略定位与发展策略,树立平等、共治、共享、共赢等新发展理念,确立现代化、高水平、高质量等新发展目标,构建适应时代需求的新发展格局.
The Essential Attribute and Strategic Positioning of the High-level Opening-up of Education in the New Era
The essential attribute of opening-up of education refers to the internal law and basic features embedded in the process of opening-up of education.The high-level opening-up of education has five meanings,including advanced level,value leadership,structural coordination,quality orientation and efficiency priority.And it grasps four features,which are Chinese characteristics,world-class,understanding and tolerance,and mutual benefit.The high-level opening-up of education in the new era is an important guarantee for building a strong educational power,and has an irreplaceable strategic core position in the construction of a modernized nation and a Community with a Shared Future for Mankind,playing a leading,fundamental and unique role.It's necessary to clarify the four fundamental questions of what,why,to whom and how of the high-level opening-up of education in the new era,to solve the problems constraining the current and future long-term development,to scientifically plan the strategic positioning and development strategy,to set up a new concept of development such as equality,co—rule,sharing,and win-win situation,to establish a new development objective such as modernization,high-level,and high-quality,and to build up a new development pattern adapted to the needs of the times.
