The Construction of Synergetic Inertia and Cracking Mechanism in the Development of National Strategic Regional Education Integration:Based on the Ten-Year-Experience of the Integration of Basic Education in the Yangtze River Delta
As one of the important national strategies,the integration of education in the Yangtze River Delta has become an important task that cannot be ignored and must be promoted.As the pioneer and demonstration area of basic education in China,the integration of basic education in the Yangtze River Delta has made remarkable achievements in the dimensions of"empathy,""common practice"and"consensus"in the past decade.It fully reflects the exemplary role of the Yangtze River Delta as a regional integrated development demonstration zone and a national high-quality development leading zone,and plays a foundational and leading role in taking the lead in basically realizing the construction of a modernization leading zone.However,it is difficult to complement each other and coordination inertia in objective competition seriously hinders the development of high-quality integration of basic education in the Yangtze River Delta.To this end,we must analyze the causes of collaborative inertia,clarify the basis for reaching"overlapping consensus,"and start with establishing common development goals,building an integrated leadership mechanism,and forming a community of interests.Establishing interest coordination mechanism,integrating education resource base and perfecting sharing mechanism,insisting on dispute consensus and establishing education quality and balanced guarantee system to build"overlapping consensus"to break collaborative inertia and promote the construction of effective mechanism of the integration of basic education in Yangtze River Delta.
