构建更加开放的开放大学:理念与路径

摘要
开放大学(原广播电视大学)是以"互联网+"为特征,利用现代信息技术为一切有能力接受高等教育的人开展开放教育的大学.近年来,开放大学却被质疑"开放大学不开放".梳理开放大学的办学简史及其办学理念发现,开放大学不是"不开放",而是在某些方面还有待"更加开放".在教育数字化转型背景下,开放大学应进一步突显"开放"办学理念,突出"互联网+教育"的办学特色,以合作、融通为实践路径,突破校际、校企、校社、国际等各种阻碍开放的壁垒,通过高水平开放实现高质量发展.
Abstract
The Open University(formerly Radio and Television University)is a university characterized by"Internet plus",which uses modern information technology to carry out open education for all those who are capable of receiving higher education.In recent years,open universities have been questioned for not being open.After reviewing the brief history and educational philosophy of open universities,it is found that they are not"not open",but still need to be"more open"in certain aspects.In the context of the digital transformation of education,open universities should further highlight the school-running concept of"openness"and the university-running characteristics of"Internet plus education",take cooperation and integration as the practice path to break through various barriers that hinder openness among university,university and enterprises,university and societies,and the international institutions so as to achieve the high-quality development through high-level openness.
