How can the"Double Reduction"Policy be Effectively Implemented?Policy Text Analysis Based on the"Task-Subject-Social Structure"Framework and Investigation of S Province
Focusing on the question"how can Double Reduction be effectively implemented?",this paper makes two attempts.Firstly,it responds to the question from three levels including the logic of what should be,the state of what it is,and the inevitable approach,novel in terms of research paradigm.Secondly,it constructs a Chinese context-oriented analytical framework focusing on the dimensions of"task-action subject-structure"and emphasizing goal orientation and structure analysis,which is built by integrating the relevant research on policy implementation process and the theory of structuration.Based on the analysis of the"double reduction"policy text and the implementation practice of S province,it finds that the implementation process in the first stage shows the characteristics of"movement"governance,but the actual implementation structure,implementation conditions and outcomes are far from the initial intention.It suggests that promoting the transformation to the"mobilization"mode,taking the overall approach to the construction of high-quality education system,and effectively responding to parents'value needs for policies.
