How Does Social Construction Affect the School Enrollment of Migrant Workers' Children?Research Based on the Analysis of Guangzhou's Policy Design Process
The school enrollment of migrant workers'children is a guarantee for the children to receive compulsory education equally and promote educational fairness.The social construction of target groups is an important mechanism affecting the distribution of policy benefits.Using the text of the policy on the enrolment of migrant children in compulsory education in Guangzhou,the study analyzes the different social construction image among the migrant workers'children,and explores how social construction affect their school enrollment from the policy benefits,policy argumentation and policy path.The study found that social construction has given different levels of benefits to target groups.The integrated use of instrumental rationality and value rationality strategy,sticking"available"or"unavailable"policy identity tags on different groups,and differentiation policy paths,are designed to achieve the solidification of benefits distribution among migrant children.
