Teaching Reform and Teacher Responsibility Avoidance:An Analysis Based on Rational Choice Institutionalism
As the main body of teaching reform,teachers usually show both"positive"and negative avoidance of responsibility in teaching.The root causes of teachers'avoidance of responsibility lie mainly in the complexity of the rules,the ambiguity of boundaries,and the superficiality of accountability.The emergence and spread of teachers'avoidance of responsibility will lead to the lack of innovative power for the benign development of teaching reform,leading to the loss of authority and weakening of the effectiveness of education and teaching management,and leading to the front-line withdrawal of schools and passive response to internal and external needs.To this end,it is urgent to promote the reconstruction of rules,improve institutional supply,focus on the structure of rights and responsibilities,clarify the relationship between rights and responsibilities,stimulate the vitality of teachers,and improve governance efficiency.
