迈向优质均衡:普惠性托育服务体系的发展路径

建立普惠性托育服务体系是实现"幼有所育"、改善民生的重要任务.我国托育服务经历了近百年的发展,在当下面临新的时代诉求.近年来,国家围绕建设普惠性托育服务体系、提高托育服务水平,出台了多项支持政策,彰显以兜底公平为取向的普惠优先、以多元需求为取向的充分供给、以质量保障为取向的竞争择优特色.然而,在政策落实过程中,普惠性托育服务陷入供给力度小且惠及面窄、供需不匹配且分布不均衡以及经营困难大且服务质量低等现实困境.面对当前普惠性托育政策存在的内部张力和托育服务体系的发展困境,未来我国普惠性托育发展应朝向差异补偿、因地制宜的优质均衡,从而实现普惠性托育服务的高质量发展.
Towards High-quality Balance:The Path to Optimize the Inclusive Childcare System
The establishment of an inclusive childcare system is an important task to achieve"each child is nurtured"and improve the national economy and people's livelihood.The childcare system in China has experienced nearly a hundred years of development,and is facing new demands at the time with the encouragement of the current fertility policy.In recent years,China has issued a number of supporting policies and normative systems focusing on building an inclusive childcare service system and improving the level of childcare services,highlighting the three basic values of giving priority to universality in terms of underwriting fairness,sufficient supply in terms of diversified needs,and competition and meritocracy in terms of quality assurance.However,in the process of policy implementation,inclusive childcare services have fallen into the practical dilemma of small supply and narrow scope of benefit,mismatch of supply and demand,and unbalanced distribution,as well as large operational difficulties and low service quality.Faced with the internal tension of the current inclusive childcare policy and the dilemma of interests in the development of the childcare service system,future childcare development should be shifted towards the orientation of differential compensation,high-quality balance and local conditions,so as to achieve a high level of inclusive childcare services.
