摘要
鉴于 2018 年 7 月老挝南部发生了溃坝事故和全国性的洪灾,老挝政府开展了全国紧急大坝安全检查活动,确保老挝所有在建和运营水坝的安全符合老挝政府的根本利益.本文全面总结了此次老挝全国紧急大坝安全检查的实施过程和相关成果,整个实施过程由老挝政府牵头,由国际化咨询服务团队负责实施,取得了较好的效果.此次老挝全国紧急大坝安全检查也是老挝首次开展的全国性大坝安全检查活动,针对实施过程中碰到的一些问题,提出了合理化的建议,以期提高老挝的大坝安全管理水平,同时,提供一些经验和启示.
Abstract
In view of the dam break and nationwide floods that occurred in southern Laos in July 2018,the government of Laos launched a national emergency dam safety inspection campaign to ensure that the safety of all dams under construction and operation in Laos is in line with the fundamental interests of the Laos government.This article comprehensively summarizes the implementation process and related achievements of the national emergency dam safety inspection in Laos.The entire implementation process was led by the Laos government and implemented by an international consulting service team,achieving good results.This national emergency dam safety inspection in Laos is also the first nationwide dam safety inspection activity carried out by Laos.In response to some problems encountered during the implementation process,reasonable suggestions have been put forward in order to improve Laos'dam safety management level,and provide some experience and inspiration.
