河北省旅游业高质量发展测度与影响因素研究——基于"有效市场+有为政府"视角

摘要
旅游高质量发展正在成为区域经济增长的关键动力.本文基于五大发展理念,构建了河北省旅游业高质量发展评价体系,对河北省 2011-2022 年的旅游业高质量发展水平进行了评价测度,并就市场和政府对旅游高质量发展的影响进行实证分析.结果显示:河北省旅游业高质量发展呈现阶段性,外部冲击新冠疫情打破了原有快速增长的趋势,同时市场和政府对旅游业高质量发展表现出非线性影响.因此要结合河北省情,在发挥有效市场资源配置中的积极作用基础上,强化和突出有为政府的优势,推进"有效市场+有为政府"的有机结合和良性互动,助力河北省旅游业高质量发展.
Abstract
High quality tourism development is becoming a key driving force for regional economic growth.This article is based on the five development concepts and constructs an evaluation system for the high-quality development of tourism in Hebei Province.It evaluates and measures the level of high-quality development of tourism in Hebei Province from 2011 to 2022,and conducts empirical analysis on the impact of the market and government on the high-quality development of tourism.The results show that the high-quality development of tourism in Hebei Province is phased,and the external impact of the COVID-19 has broken the original trend of rapid growth.At the same time,the market and the government have a non-linear impact on the high-quality development of tourism.Therefore,based on the situation in Hebei Province and the active role of effective market resource allocation,we should strengthen and highlight the advantages of a proactive government,promote the organic combination and positive interaction of"effective market+proactive government",and help promote the high-quality development of Hebei Province's tourism industry.
