Research on the Internal Vitality,Construction Path and Operation Mechanism of the City-level Industry-education Consortium
As a new platform for promoting high-quality development of modern vocational education,the city-level industry-education consortium(referred to as the"consortium")is one of the key steps in the current reform of China's vocational education system.It gathers multiple entities such as local governments,industrial parks,universities,enterprises,and research institutions,and builds a symbiotic environment based on innovating and interacting,cultivating talents jointly,and sharing achievements.Through this approach,educational resources and industrial resources are efficiently integrated,which not only improves the quality and adaptability of vocational education,but also promotes regional economic development and industrial upgrading and transformation.When analyzing the internal driving forces stimulated by the participation of multiple stakeholders in the city-level industry-education consortium,it can be found that government policy support,the platform role provided by industrial parks,technological support from enterprises,educational output from schools,and the technological innovation capability of research institutions are the main driving forces.In addition,it is recommended to adopt a resource integration strategy from decentralized to centralized,which should be gradually implemented from the national level to the local level,and establish a council covering multiple stakeholders to establish a sound institutional framework and information exchange platform.At the same time,it is necessary to establish a diversified collaborative governance mechanism,including but not limited to cross organizational talent recruitment mechanisms and common technology service mechanisms.
