摘要
文章研究立足资源统筹，探索小城镇发展的特色之路，推动城镇建设以更持续、高效发展，真正发挥其承接城市功能辐射、对接农村发展的重要纽带作用。重点在于“两个统筹一个引导”，一是统筹城镇发展的空间布局、发展思路，二是统筹小城镇空间资源，推动由外延扩张向内涵挖潜发展，引导各小城镇各层级主体分类建设，从区域协调、城镇内部统筹的思路，以海宁市为例提出小城镇、小集镇分类建设建议。
