摘要
本文结合公路工程招标管理实践，阐述了高速公路养护工程招标管理的准备阶段及招投标阶段、评标阶段的工作程序与重点环节，提出“双随机”招标系统管理体系软件，并且对如何做好养护工程开工前施工许可审批手续工作做了详细的叙述。
