Developing Effectiveness Evaluation Model of Compliance Programs for International Contractors
In response to the call to build integrity in"Belt and Road"and to enhance effective compliance management for international contractors, the compliance program was constructed at the firm level through the literature review and Delphi method. Moreover, the effectiveness evaluation model of the compliance program was developed by the Fuzzy-Ordinal Priority Approach and validated by surveying an international contractor. The results show that the compliance program consisted of tenets, initiatives, and best practices. The proposed evaluation model can reliably evaluate the effectiveness of compliance programs, thus providing a reference for international contractors to carry out self-diagnosis and self-regulation.
