核电工程质量诚信风险分级管控及评价体系的建立

对核电工程质量诚信特点和面临的挑战进行了分析,归纳了核电工程质量诚信管控风险分类和动机,结合核电工程管理实践提出了核安全文化、管理体系、组织能力 3个维度的质量诚信管控要求和建议,并依照核电工程质量保证分级原则,提出了质量诚信风险分级管控机制及要求,在此基础上构建三维度质量诚信评价模型和五层次评价指标体系,并通过案例对指标应用进行了分析说明,为核电领域及其他行业各级组织提升质量诚信管控水平提供借鉴.
The Establishment of Classification Control Mechanism and Evaluation System for Quality Integrity of Nuclear Power Plant Project
This paper examines the characteristics and challenges of quality integrity management for nuclear power plant projects,presents a classification of risks and motivations,and offers conclusions regarding t0he requirements and suggestions for quality integrity control from three dimensions:nuclear safety culture,management system,and organizational ability.The principle of quality assurance classification of nuclear power projects is employed to present the quality integrity risk classification control mechanism and requirements.This is followed by the provision of an evaluation mode and quality integrity evaluation index system from three dimensions and five levels,which are combined with management practice for nuclear power projects.Finally,the use of the mode and evaluation indicator system is instructed by case study.
