摘要

公共体育场馆 PPP 项目在建设和运营过程中,面临诸多不确定性风险因素,厘清其风险关系机理,进行风险控制和监管,对公共体育场馆 PPP 项目建设和运营至关重要.通过文献分析和专家访谈,从政治环境、法律政策、经济因素、施工方法等 10个维度构建公共体育场馆PPP项目建设与运营阶段风险评价体系,并采用DEMATEL-ISM方法构建公共体育场馆 PPP 项目风险因素递接模型,分析其在建设和运营过程阶段各风险因素间的相互关系和作用路径.以期为公共体育场馆PPP项目建设和运营过程中风险预警和控制提供实证参考,为企业投资决策提供依据.

Abstract

The public sports venues PPP projects face many uncertain factors in the process of the construction and operation.Clarifying their risk relationships and implementing effective risk control and supervision are crucial for the public sports venues PPP projects.In the research,a risk assessment system for the public sports venue PPP projects was established from 10 aspects,including political environment,legal policies,economic factors,and construction methods,through literature analysis and expert interviews.The DEMATEL-ISM method was used to construct a risk factor transfer model for public sports venue PPP projects,analyzing the interrelationships and pathways of various risk factors in the public sports venue PPP projects.The research results provide empirical reference for risk warning and control during the construction and operation of PPP projects in public sports venues,and provide a basis for enterprises to make reasonable investment decisions.
