In recent years, with the expansion of the scale of engineering transactions, the bidding mechanism has been widely developed and applied. However,at the same time,it also brings a series of problems.Bid-rigging and other behaviors are becoming more and more prominent, which not only disturbs the order of fair competition in bidding and tendering, but also harms the interests of the public.Strengthening the detection and supervision of these corrupt behaviors and building a fair and transparent bidding market environment has becomes an inevitable trend of social development and industry progress. On the basis of existing research, this paper analyzed the characteristics of bidding documents, combined qualitative and quantitative methods to carry out similarity research, and constructed a bidding document similarity detection index and algorithmic model. The model can comprehensively assess the degree of similarity between the bidding documents,to identify the bid-rigging behavior. At the same time, this paper analyzed the relevant bidding data based on the model and proposesd regulatory and detection suggestions to prevent bid-rigging and other behaviors.
