Based on the panel data of 24 smart construction pilot cities and 24 non-pilot cities in China from 2019 to 2023,the double difference model was applied to verify the facilitating effect of smart construction pilot city policy on enhancing the total factor productivity of the construction industry,and then analyzed its impact on the development of new quality productivity in the construction industry.The results of the study show that compared with non-pilot cities,the total factor productivity of the construction industry in smart construction pilot cities has increased by 5.9%,reflecting that the smart construction pilot city policy promotes a significant increase in the total factor productivity of the construction industry and promotes the development of new quality productivity in the construction industry;the policy of the smart construction pilot cities mainly enhances the total factor productivity of the construction industry by reducing the construction industry's energy consumption and increasing the strength of the government's support.The heterogeneity test shows that significant heterogeneity has administrative level of cities in the smart construction pilot city policy,the smart construction pilot city policy has a more substantial promotion effect on cities with a higher administrative level.
