Evaluation and construction of seismic resilient cities
In recent years,the rapid urbanization has accelerated the expansion of urban areas and population growth,thereby imposing greater requirements on urban seismic safety.The emergence of resilient city theory has opened up new research perspectives and technical approaches to effectively address the risks associated with urban seismic safety.However,there is still a lack of systematic methods and approaches for evaluating and constructing urban seismic resilience.This study elucidated the connotation,essential characteristics,constituent elements,and evaluation indicators of seismic-resilient cities.It categorized the constituent elements of urban seismic resilience as"one foundation,two safeguards":engineering systems,institutional systems,and social and economic systems.The paper established a dual-parameter method for assessing urban seismic resilience based on post-earthquake losses and recovery time.It also proposed a systematic construction approach for resilient cities,outlined as"setting goals→assessment→improvement→reassessment."The methodologies presented in this paper furnish theoretical guidance and practical foundations for evaluating and enhancing seismic resilience in individual infrastructure,engineering systems,urban settings,as well as other disaster resilience domains.
