摘要
本文从建筑师负责制的本质入手,分析了建筑师负责制存在的法律基础地位和设计院所承担建筑师负责制的条件优势及现实机遇.通过总结四个财政投资建设项目开展建筑师负责制试点过程中遇到的法律、人才、动力和利益格局等方面的问题,提出了今后大规模推广建筑师负责制亟需的立法、人才培养以及体系建设等方面的对策.
Abstract
Starting from the essence of the architect responsibility system,this paper analyzes its legal foundation,the conditions and advantages of design institutes in assuming this responsibility,and the real opportunities present.By summarizing the legal,talent,motivation,and interest-related issues encountered during the pilot implementation of the architect responsibility system in four government-funded construction projects,it proposes countermeasures for the large-scale promotion of the system,including urgent needs in legislation,talent cultivation,and system development.
