摘要

建筑业是落实我国"碳达峰、碳中和"政策的重要领域,加快推进低碳建筑发展是贯彻双碳目标的关键抓手.为全面把握我国低碳建筑政策,本文基于政策工具理论视角,构建政策工具—政策适用阶段—政策利益主体三维分析框架,采用内容分析法对中国现有49份(2002-2022年)中央政府级低碳建筑政策文本进行计量和深入分析.结果发现:1)环境型政策工具过溢,供给型和需求型政策工具稍显不足;2)建筑运行阶段和建筑拆除及回收阶段政策尚有待完善;3)企业、社会公众、科研机构在低碳建筑发展过程中参与程度较低.研究结果有助于对低碳建筑政策制定方向和内容提供指导与参考建议.

Abstract

The construction industry is an important area for China to implement its"carbon peak and carbon neutrality"policy,and accelerating the development of low-carbon buildings is the key to implementing the dual carbon goals.To comprehensively understand China's low-carbon building policies,this paper built a three-dimensional analysis framework of policy tools,policy application stages,and policy stakeholders from the perspective of policy tool theory.The content analysis method was used to measure and conduct an in-depth analysis of 49 existing central government-level low-carbon building policy texts in China(2002-2022).The results showed that:1)There was an overflow of environmental policy tools,while supply and demand policy tools were slightly insufficient;2)The policies for the construction operation stage and the demolition and recycling stage still need to be improved;3)The participation of enterprises,the public,and research institutions in the development of low-carbon buildings is relatively low.The research results can provide guidance and reference suggestions for the direction and content of low-carbon building policy formulation.
