Enlightenment of Japanese Building Energy Efficiency Labeling System for the Formulation of Related Systems under the Background of Carbon Peak and Carbon Neutrality
Establishing a sound and reliable labeling system for building energy efficiency is a critical path to realize the visualization of building energy saving performance,which can effectively improve the competitive advantage of excellent energy-saving buildings on the consumption side,and stimulate the pursuit of building energy saving performance by real estate developers on the construction side.Different from the integrated labeling system of green building based on comprehensive evaluation in China,Japanese labeling system focuses on partial performance of building energy saving,and only grading buildings based on limit and main performance parameters,which makes the energy saving level of labeled building more intuitive.In this paper,the laws and standards of building energy efficiency labeling system in Japan were reviewed.Based on an actual project,the differences between Japanese BELS labeling system and the current Chinese green building labeling system were compared and analyzed on multiple dimensions.Accordingly,the practical significance and market performance of Japanese building energy efficiency labeling system were explored.Furthermore,in the light of actual conditions of China,advice for Chinese building energy efficiency labeling system was proposed in three aspects of improving the system operation mechanism,building quantitative energy efficiency evaluation system and composite indicators,and establishing reliable and impartial assessment approach.
