The development and governance balance of artificial intelligence technology is crucial for maintaining social security,improving the transformation efficiency and industrialization level of current AI technological achievements,and promoting high-quality development.At present,the two mainstream development views of artificial intelligence:"effective acceleration"and"super alignment"fail to reach a consensus,and also limit effective decision-making in the development and governance process.Based on the law of technological development of artificial intelligence,this paper proposes a trinity development concept of"alignment-acceleration-co-governance",explores ways to transcend the theoretical boundaries of"effective acceleration"and"super alignment",and provides a new development perspective for artificial intelligence.
