教材治理现代化:历史进程、基本经验与推进路径

教材治理现代化是教材建设和管理寻求的根本目标.依据中国式现代化生成图景和基本规律,可以发现:教材治理现代化大体经历了初步探索、创新突破和深化拓展三个阶段,并且在阶段迁变中逐步形成了"统权—分权—统分结合"的教材治理转型、"以人民为中心"的教材治理理念、"全流程监管"的教材治理制度、"一核多元共治"的教材治理体系、"上下双向互动"的教材治理形态等基本经验.展望未来,可以通过构建教材质量中心导向的治理观念体系、构筑多元主体互动参与的教材治理共同体、驱动善治目标取向的教材治理文化改革、完善教材治理法律法规与制度化清单等路向,扎实推进教材治理现代化,助力教育强国建设.
Modernization of Textbook Governance:Historical Process,Basic Experience and Promotion Path
Modernization of textbook governance is the fundamental goal of textbook construction and management.Following Chinese modernization blueprint and basic law,we can find that the modernization has gone through three stages:initial exploration,innovative breakthrough and deep expansion,during which we have gained some basic experiences including textbook governance transformation of"unified authority-decentralized authority-combination of unified and decentralized authority",people-centered textbook governance philosophy,"whole-process supervised"textbook governance system,textbook governance pattern of"one core and multiple bodies",and the textbook governance form of"two-way interaction between top and bottom".In the future,we should construct quality-centered governance concept system,build governance community of multi-subject interaction and participation,promote goal-oriented reform and driving force of textbook governance,and optimize relevant legal system,so as to enhance the modernization of textbook governance and promote the modernity of this practice.
