国家数字大学:国际视野、本土构想与未来进路

国家数字大学是高等教育数字化高阶转型的产物,具有强烈的后现代色彩和公共属性.它是大规模开放在线课程平台的组织化再造,将给高等教育办学模式和组织形态带来突破性变革.在全球高等教育数字化转型的新形势下,法国和印度先后启动国家数字大学建设.本研究立足全球视野,梳理新型数字化高等教育机构的发展进程,划分数字大学的"三个世界",比较他国国家数字大学建设的经验,分析国家数字大学的内涵和本土建设思路.中国国家数字大学可能面临内涵本土化、平台组织化和教学质量保障的挑战,但建设机遇大于挑战,可以在制定专项政策、整合在线教育资源、完善学习资历认证体系和满足学习型社会需求等行动中创造中国高等教育发展的新赛道和新优势.
National Digital University:International Perspective,Local Concept,and Future Path
The National Digital University is a product of the digital transformation of higher education with strong postmodern characteristics and public attributes.It is an organized reconstruction of massive open online course platforms,bringing breakthrough changes to higher education's mode and organizational form.Globally,France and India have launched their national digital universities to transform their higher education.From a global perspective,this study explored the development process of new digital higher education institutions,categorized them into the"three worlds"of digital universities,compared the experience of national digital universities in other countries,and analyzed the connotation and local construction ideas of national digital universities.The study suggests that China National Digital University may face challenges in localizing content,organizing platforms,and ensuring teaching quality,but the opportunities for construction outweigh the challenges.China can create new tracks and advantages for the development of higher education in China by formulating special policies,integrating online education resources,improving the learning qualification certification system,and meeting the needs of a learning society.
