The Path of Collective Economy under Political Mobilization:With Zhanqi Brigade of Sichuan Prov-ince in the People's Commune Period as An Example
Scholars have generally believed that egalitarianism in labor remuneration and ineffective supervision in labor management have jointly led to the low efficiency of collective production and the erosion of peasant en-thusiasm during the People s Commune period.However,this perspective cannot explain why there are huge differences in terms of economic development between production brigades in the same region.This paper takes the Zhanqi Brigade in Sichuan Province as an example and compares it with the Xianfeng Brigade of the same commune.Our analysis shows how a production brigade could break through the constraints of the rigid institu-tional structure and continuously innovated with endogenous dynamic to achieve the benign development of the collective economy.In the first 30 years of the People's Republic of China,where capital was extremely scarce,the state could only rely on political means to mobilize a large number of urban and rural laborers into produc-tion,and this was ultimately manifested in economic indicators such as grain yield,number of pigs per capita,and militia work.Against this background,from 1965 to 1984,the Zhanqi Brigade went through three stages:high agricultural yield,parallel development of agriculture and sideline industries,and comprehensive develop-ment of agriculture and sideline industries.It managed to mobilize the labor force within the brigade to the greatest extent,successfully completing the original accumulation,and extended reproduction of the collective economy.
