通往"边疆"之路:太平洋铁路与内含"帝国"的美国

本文认为,可从"帝国之路"切入回应多年来围绕美国的"帝国之辩".就其源流论,"帝国之路"这一 19世纪美国人称呼太平洋铁路的流行语,可谓美国精英在其边疆西移的过程中,对英帝国政治、经济与文化传统主动吸纳的产物.太平洋铁路之所以成为"帝国之路"的实体依托,既因为铁路自身的多重功能,亦由于美国国家与社会的客观需求,其西部边疆因此从"化外之地"化身"伟大的西部"."新国家"与"旧帝国"的深层勾连呈现出作为"定居者帝国"的美国,而太平洋铁路成为其帝国扩张理想的载体及统治实践的技术基础,铁路华工的命运起伏亦可由此得到完整诠释.以此而言,制度架构、行为模式、意识形态等皆继承自"旧帝国"的美国,或可谓"内含'帝国'的国家".重返美国史上的"帝国"问题,亦有助于探索当下与未来的秩序可能性.
The Road to the Frontier:The Pacific Railroad and The Empire-Inclusive United States
This article argues that the story of"The Road to Empire may be employed to respond to the perenni-al issue of whether the United States is an empire or not.By calling the Pacific Railway"The Road to Empire"in the 19th century,the American elites actively absorbed the political,economic and cultural traditions of the Brit-ish Empire in the process of its westward border movement.The Pacific Railway became the physical epitome of"The Road to Empire"not only because of its multiple functions,but also because of the actual needs of the state and society of America.As a result,the western frontier was transformed from"free land"to"the great west".The deep connection between the"new nation"and the"old empire"made the United States a semblance of a"settlers'empire",and the Pacific Railway became the ideal carrier of imperial expansion and the technical basis of imperial ruling.In light of this,we can better interpret the fate of the Chinese railway workers.Given that its institutional structure,behavior pattern and ideology are inherited from the"old empire",the United States can be said to be an"empire-inclusive state".By revisiting the question of the empire status of America in history,we may also be able to explore the possibilities of its present and future order.
