From the perspective of governance problems in transitional societies,the Lao Government attaches great importance to celebrations in grass-roots governance and has developed a governance model that inte-grates political and cultural traditions with the realities of the country's development,i.e.,celebration-based gov-ernance.An examination of the process of awarding cultural village celebrations shows that governance indica-tors implicit in these events have undergone a process of policy-infiltration,goal-negotiation,and indicator-re-placement,which has shaped the political identity of grassroots communities and their proactive willingness to develop.Celebration-based governance is not only a unique experience in Laos,but can also be set in significant contrast with other countries in terms of grass-roots governance,reflecting a distinctive approach to reproducing the legitimacy of regimes in transitional societies.
