雄安新区创新生态健康度评价研究

摘要
党的二十大报告中明确提出"高标准、高质量建设雄安新区".发展健康的创新生态,对于推动雄安新区集聚与吸纳创新要素资源,创新科技合作模式,打造贯彻落实新发展理念的创新发展示范区具有重要意义.本研究基于"加权欧式距离"方法,从宏观、中观以及微观视角对2019～2021年雄安新区创新生态健康度进行评价,以探索雄安新区创新生态的发展现状、趋势与路径.研究发现:在河北省以及保定地区创新生态健康度一般的背景下,雄安新区与保定各县域地区相比较,其创新生态健康度处于较低水平;从内部看,创新投入与创新产出水平低,创新主体规模小,创新能力差是雄安新区创新生态健康度低的主要原因;从外部看,河北和保定地区创新生态发展不足使雄安新区的企业等创新主体无法从其所在省域及市域其他地区获取足够创新资源以及建立有效创新联系;随着"创新驱动发展引领区"建设的逐步推进,雄安新区创新生态在2019～2021年的发展较为显著.
Abstract
The report of the 20th National Congress of the Communist Party of China clearly proposed"the construction of Xiong'an New Area with high standards and high quality".Developing a healthy innovation ecosystem is of great significance for promoting the aggregation and absorption of innovative elements and resources in Xiong'an New Area,innovating technology cooperation models,and creating an innovative development demonstration zone that implements the new development concept.Based on the"weighted Euclidean distance"method,this study evaluated the innovation ecological health of Xiong'an New Area from macro,meso,and micro perspectives from 2019 to 2021,so as to explore the development status,trends,and paths of the innovation ecology in Xiong'an New Area.Results were as follows.Under the background of general innovation ecological health degree in Hebei Province and Baoding region,Xiong'an New Area was at a lower level compared with Baoding county areas.From the internal point of view,the low level of innovation input and output,the small scale of innovation subject and the poor innovation ability were the main reasons for the low innovation ecological health degree of Xiong'an New Area.From the external point of view,the insufficient development of innovation ecology in Hebei and Baoding made enterprises and other innovation subjects in Xiong'an New Area unable to obtain enough innovation resources and establish effective innovation links from other regions of the Hebei Province and Baoding region.With the gradual promotion of the construction of the"innovation driven development leading zone",the innovation ecology of Xiong'an New Area has developed significantly from 2019 to 2021.
