摘要
建制化科研是实现科技力量高水平发展的重要举措,确定建制化科研的定义,剖析建制化科研的发展,对我国建制化科研工作有重大意义.本研究通过研究国内外建制化科研发展过程,发现建制化是一个动态演变过程,提出了新时代建制化科研"1性4特征"的现实内涵;以中国科学院及下属研究所为研究对象,提出新时代建制化科研的优势发挥优化路径,旨在进一步畅通科研院所管理机制、组织机制,形成科研院所研究合力,有力推动国家重大科技项目发展.
Abstract
Institutional scientific research is an important measure to achieve high-level development of scientific and technological forces.It is of great significance to define and analyze the development of institutional scientific research for the institutional scientific research in China.By studying the development process of institutional scientific research at home and abroad,this study found that institutional scientific research is a dynamic evolution process and put forward the realistic connotation of"1 nature and 4 characteristics"of institutional scientific research in the new era.Taking the Chinese Academy of Sciences and its affiliated institutes as the research object,this study proposed an optimization path for the advantages of institutional scientific research in the new era,aiming to further smooth the management mechanism and organizational mechanism of scientific research institutes,form research forces of scientific research institutes,and effectively promote the development of major national science and technology projects.
