Soft science research institutions are an indispensable and important component of the national governance and innovation system,and an important entity in enhancing the scientific and technological strategic research and consulting capabilities,and promoting the development of new quality productivity in China.Conducting evaluations of soft science research institutions is of great significance for promoting their development,achieving sustainable development,and enhancing national soft power and international competitiveness.This study is based on the national major demand for accelerating high-level technological self-reliance and enhancing the overall efficiency of the national innovation system.Combining with the construction practice of enterprise oriented soft science research institutions,a system of evaluation indicators for enterprise oriented soft science research institutions was constructed,including three primary indicators of attractiveness,management ability,and influence,as well as corresponded 11 secondary indicators and 31 tertiary indicators.The weights of indicators at all levels were determined through questionnaire survey and analytic hierarchy process.The research results have enriched the theoretical and methodological system for evaluating soft science research institutions,providing theoretical tools and new perspectives for evaluating enterprise oriented soft science institutions.It is of great significance for promoting the construction and sustainable development of enterprise oriented soft science research institutions,and optimizing the national strategic science and technology force system.
