Analysis of Science and Technology Innovation Policy System and Evolution Characteristics in Hebei Province——Based on Text Mining Method
Scientific and technological innovation is the first driving force for economic and social development,which plays a crucial role in enhancing the comprehensive competitiveness,accelerating industrial transformation and upgrading,and promoting high-quality economic development of Hebei Province.This study adopted text mining methods to comprehensively review the policy system of scientific and technological innovation in Hebei Province,then explored the topics and evolutionary characteristics,as well as grasped the policy evolution path of those policies.The results showed that the policy system of science and technology innovation in Hebei Province is gradually improved.The synergy between the issuing units and the policy topic is gradually enhanced,and the evolution path of the policy topic covers a variety of policy elements,which has a good role in promoting the level of science and technology innovation in Hebei Province.However,there are still some problems in Hebei's science and technology innovation policy,such as insufficient financial support,department synergy to be improved,talent policy to be strengthened and policy system to be improved,then some targeted policy optimization strategies were put forward.
