Construction and Application of the Evaluation Index System for the Implementation of Scientific and Technological Laws and Regulations——Take Ningbo"One Law and Two Regulations"as an Example
In the context of self-reliance and self-improvement in science and technology,improving science and technology laws and regulations is an important cornerstone for ensuring innovation vitality,and promoting scientific and technological progress.In China,there are fewer studies on the evaluation of the effectiveness of the implementation of science and technology laws and regulations,which are mainly based on qualitative analyses,and are unable to meet the new propositions of the times under the innovation-driven development.This study took Ningbo's"one law and two regulations"on scientific and technological progress as an example,constructed a systematic and scientific evaluation method for the implementation of scientific and technological laws and regulations,proposed a four-dimensional balanced observation system,and created an observatory on scientific and technological innovation,which will provide a reference for other regions to carry out the assessment of the implementation of scientific and technological laws and regulations.
