市域低空经济发展思路研究——以苏州太仓为例

摘要
低空经济作为战略性新兴产业是以科技创新推动现代化产业体系建设的新质生产力,能为经济高质量发展注入新动能.2023年我国低空经济规模达到5059.5亿元,同比增长33.8%.低空飞行器是低空经济的主要载体.苏州依托扎实的产业和创新根基,锚定千亿级低空经济新高地,建成低空空域数字孪生系统和全市综合监管服务平台,落地省内第二家民用无人机试飞运行基地.太仓作为苏州的重要板块,积极发展低空经济、推动通用航空上下游产业链发展,积极探索低空综合经济形态发展路径,全力推动低空经济产业又好又快发展.本研究调研苏州太仓发展低空经济的优势,取得成效和先进做法,分析面临的主要困境,提出意见和建议,为有条件的城市借鉴"太仓模式",提供发展低空经济的思路和参考.
Abstract
Low-altitude economy,as a strategic emerging industry,is a new quality productive force to promote the construction of modern industrial system by scientific and technological innovation,which can inject new kinetic energy for the high-quality development of the economy.China's low-altitude economy reached 505.95 billion yuan in 2023,a year-on-year increase of 33.8%.Low-altitude aircraft are the main carrier of the low-altitude economy.Relying on solid foundation of industry and innovation,Suzhou has anchored a new 100 billion low altitude economic high ground,built a digital twin system for low-altitude airspace and the city's comprehensive supervision and service platform,and landed the second civilian UAV test flight operation base in the province.Taicang,as an important part of Suzhou,actively develops low-altitude economy,promotes the development of upstream and downstream industry chain of general aviation,actively explores the development path of the low-altitude comprehensive economic form,and makes every effort to promote the sound and rapid development of low-altitude economic industries.This study investigated the advantages,achievements and advanced practices of the development of the low-altitude economy in Taicang,analyzed the main faced difficulties,and put forward opinions and recommendations,so as to provide ideas and references for the development of low-altitude economy for the cities that have the conditions to learn from the"Taicang model".
