The Comprehensive Coordination Degree Measurement and Optimization Path for the National and Local Intellectual Property Pledge Financing Policies
The synergy and innovation of local intellectual property pledge financing policies(IPRPFPs)with national policies are important in improving the effectiveness of IPRPFPs in China and promoting regional innovation development.From the dimension of"environmental-supply-demand"policy tools,this study investigated the degree of synergy and innovation in the local IPRPFPs with the national IPRPFPs,using an improved coupling coordination degree model.Then,the comprehensive coordination degree of the national and local IPRPFPs was measured,and the main factors affecting the synergy degree of the national and the local IPRPFPs were investigated using geographic detector to explore.The study found that the degree of comprehensive coordination of policies across China is on a general upward trend,but there was a regional imbalance in the degree of synergy and the degree of innovation,with East China having the highest level of both,and Northwest and Southwest China having lower levels,with deficiencies in policy synergy as well as policy innovation.Risk compensation,public services and transaction platforms are the key dominant factors driving the synergy degree for the local and national IPRPFPs,with influencing factors interacting more strongly than individual policies in terms of drivers and policy interactions.
