空间科学与应用成果评价指标体系研究

中国空间站已经进入应用与发展阶段,将持续产出大规模空间科学与应用成果,开展成果评价是衡量所产出成果的科学价值和应用效益等方面的关键环节.本研究在分析国内外空间科学与应用相关工程任务成果评价基础上,基于中国空间站科学与应用已实施项目的成果产出等实际情况,总结了空间科学与应用成果的特点,提出基础研究类、应用研究类和工程技术类的成果分类,分析了各类成果的评价要点,构建出空间科学与应用成果评价指标体系.面向空间科学与应用领域相关专家进行问卷调查,通过区分度分析和相关性分析等方法对指标要素进行分析筛选,表明指标体系合理,得到了适用于空间站科学与应用项目成果评价的指标体系,并进一步采用群体层次分析法确定了指标权重.本研究结果有望应用于空间站科学与应用成果评价工作,并为项目优选立项提供依据,同时对其他空间科学与应用任务的成果评价也具有参考意义.
Research on the Evaluation Index System of Space Science and Application Achievements
The Chinese space station has entered the application and development stage,and will continue to produce large-scale space science and application results.The conduct of achievements evaluation is a key link in assessing the scientific value and application benefits.Based on an analysis of the evaluation of space science and application achievements from domestic and international space missions,and the actual achievements and outputs of implemented projects of China's space station,this study summarized the characteristics of space science and application achievements,proposed a classification of achievements into basic research,applied research,and engineering technology,and analyzed the evaluation points of various achievements.An evaluation index system for space science and application results was established.A questionnaire survey was conducted for experts in the field of space science and applications,and the index elements were analyzed and screened by the methods of differentiation analysis and correlation analysis,which showed that the index system was reasonable.Furthermore,the index weights were determined by Group Analytic Hierarchy Process(AHP)method.The established index system is applicable to the evaluation of science and application achievements of the space station,provide a basis for project selection and prioritization,and also has reference value for the evaluation of results from other space science and application missions.
