探索新质生产力时代背景下高校国际科技合作发展新模式

全球国际关系认知与实践框架发生巨大变化,美欧对中大搞科技对抗的战略博弈,高校国际科技合作态势又存在顶层设计与规划不足、投入机制不健全、创新联动机制乏力、激励机制不完善等不足.本研究以新质生产力引领高校高水平的开放合作,立足高校建设目标,从有组织科研、学科优势资源、国家级平台和国合人才队伍建设等角度,开拓合作新机遇,共谋合作新思路,找准深度开放发展的切入点和着力点,形成真正符合新质生产力时代,以"项目+基地+人才"三维联合布局的高校国际合作高质量协同发展的新范式.强化高校科技力量,提升创新能力,促使高校切实成为科技强国建设的"桥头堡"之一.
Exploration of a New Mode of Development of International Scientific and Technological Cooperation among Universities in the Context of the Era of New Quality Productive Forces
The cognitive and practical framework of global international relations has changed dramatically.While the United States and Europe are engaged in a strategic game of scientific and technological confrontation against China,the international scientific and technological cooperation of Chinese universities suffers from insufficient top-level design and planning,unsound investment mechanisms,weak innovation linkage mechanisms and imperfect incentive systems etc.This study proposed that the new-quality productive forces could spearhead high-level open cooperation among universities.Based on the objectives of university construction,it endeavored to explore fresh avenues and devise innovative strategies for collaboration from the perspectives of organized scientific research,superior resources of disciplines,national-level platforms and construction of international cooperation talents.The ultimate goal was to find the entry point and focus point of deep open development,and form an era that truly meets the new-quality productive forces.Also,it would form a new paradigm of high-quality and synergetic development of international cooperation among universities,which was a three-dimensional joint layout of"project+base+talent".By strengthening the scientific and technological power of universities and upgrading their innovation capability,universities will effectively become one of the"bridgeheads"in the construction of a powerful nation of science and technology.
